A quantity surveyor does not need detailed drawings to start. The level of advice changes with the information available: early work is more assumption-based and strategic; later work becomes more measured, market-tested and contract-focused.
At a glance
- Feasibility advice tests whether the brief and budget are broadly aligned.
- Design-stage cost plans show where scope decisions are moving the budget.
- Tender and construction services convert the budget into an auditable commercial position.
Feasibility and business case
Before detailed design, a QS can prepare order-of-cost estimates, test development options, benchmark areas and identify major cost drivers such as basements, structure, façade, services, external works and site constraints.
This is often the cheapest point in the project to challenge an unaffordable brief.
Concept and design development
As drawings develop, elemental cost planning measures the design more directly and reconciles each update to the previous budget. This makes area growth, specification changes and consultant design decisions visible before tender.
Value-management workshops are most effective while alternatives can still be incorporated without major redesign.
Pre-tender and tender
A QS can prepare or review pricing schedules and bills of quantities, update the pre-tender estimate, assess tender returns, normalise qualifications and exclusions and reconcile the preferred tender back to the approved budget.
The objective is to understand the commercial offer, not simply select the lowest headline price.
Construction
During construction, progress claim assessments, variation reviews, cashflow and cost-to-complete forecasting help keep the forecast final cost visible as change occurs.
Independent lender reporting can also test drawdowns, project progress and remaining funding where construction finance is involved.
Close-out and asset stage
Final account support, tax depreciation schedules and replacement-cost assessments may be relevant after construction depending on the client and asset.
Late QS engagement can still identify current exposure, but it cannot recover the same design influence available earlier in the project.
