Cost advice is most useful while decisions can still be changed without major redesign or delay.
About ATR
Independent Advice. Accountable Delivery.
ATR Building Consulting is an independent quantity surveying practice established in 2010, supporting public and private sector building projects across Australia.
The Practice
Built Around Practical Cost Advice.
ATR was established to provide clients with quantity surveying advice that is technically sound, commercially useful and easy to act on.
Our work spans construction cost management, lender reporting, tax depreciation, project advisory and built-asset cost advice. Depending on the appointment, that can mean testing a development budget before design progresses, measuring and pricing a cost plan, reviewing a tender, assessing a progress claim, forecasting the remaining cost to complete, or helping an owner understand replacement cost.
We work across public and private sector projects and collaborate with clients, architects, engineers, project managers, builders, financiers and other stakeholders. The role remains independent: our job is to explain the cost position, identify the assumptions and evidence behind it, and make unresolved risk visible.
Rates, benchmarks and project evidence are interpreted in the context of scope, design maturity, programme and procurement.
Key assumptions, exclusions and unresolved items are made visible rather than buried in the detail.
Technical judgement, presentation and commercial logic remain close to the work before advice is issued.
Project Experience
Experience Across Projects, Sectors and Project Stages.
Across more than a decade and a half of practice, ATR has supported projects from early feasibility and design development through tendering, construction finance, progress assessment, commercial reporting and close-out, across a broad mix of building sectors and project scales.
Leadership
Experienced Oversight Remains Close to the Work.
ATR was founded by Director Fiena Wen and has developed around detailed technical review, current cost knowledge, continual professional development and direct client communication.

Working Principles
What Clients Should Expect From ATR.
Good quantity surveying advice should do more than present a final number. It should make the commercial position understandable, show what the assessment relies on and identify issues while there is still time to act.
These principles guide how ATR scopes, reviews and communicates its work across cost planning, lender reporting, tendering and project advisory.
Make the commercial position easy to find.
Key numbers, assumptions, exclusions and recommended actions are presented clearly so the reader does not have to decode the report.
Say what the evidence supports.
Advice is based on the available information and agreed scope, including when the conclusion is different from what a stakeholder hoped to hear.
Raise issues while they can still be managed.
Reporting programs are agreed early, and matters affecting cost, programme or decision-making are surfaced promptly rather than left to the end.
Understand the project behind the spreadsheet.
Detail matters, but so does context. Good advice reflects the people, project stage, contractual position and decision the report is intended to support.
Professional Standing
Professional Memberships & Registrations.
Memberships, professional designations and regulatory registrations represented across ATR’s team and practice.

Team & Culture
Learning Is Part of Quality Control.
ATR’s team culture is built around active review, practical mentoring and exposure to real project decisions, not simply completing measurements in isolation.
Mentoring & Review
Work is reviewed for scope, logic, assumptions and presentation. The purpose is to develop judgement as well as technical accuracy.
Project Exposure
Team members build experience across cost planning, tendering, construction reporting and client communication as their capability develops.
Professional Development
Case-study review, current cost knowledge and ongoing professional development support consistent advice across the practice.
Communication
Quantity surveyors are expected to explain the commercial position clearly to clients and project teams, not only produce calculations.
